democrat senator dianne feinstein unveiled new gun legislation thursday in the wake of the sandy hook elementary school massacre. >> our weak gun laws allow these mass killings to be carried out again and again and again in our country. >> reporter: the new measure would ban the sale, manufacturer, transfer and importation of 157 specific guns and other guns that would meet a new lower threshold for being classified as an assault weapon. the bill would also ban high capacity magazines holding more than 10 rounds, and it would beef up background checks. but joe biden who led the gun control task force says he's less concerned with assault weapons and more concerned with limiting high capacity magazines, saying the newtown shooter could have been slowed down. >> maybe it would have took longer, maybe one more kid would be alive. >> reporter: feinstein says her bill would not take away second rights. but a nra spokesman says otherwise, saying the focus should be on prosecuting victims and fixing the mental health system. senator feinstein and president obama have acknowledged the difficu

[video clip] >> today my colleagues and i am are introducing a bill to prohibit the sale, transfer, manufacture, importation of assault weapons and large capacity ammunition feeding devices that can accept more than 10 rounds. let me briefly describe the legislation we are introducing. we prohibit 158 specifically named military style firearms. since the 1994 law expired, there has been an influx of new models of assault weapons. these models are more powerful, more lethal, and more technologically advanced than the weapons or in 1993. -- were in 1993. our bill. its other semiautomatic rifles, handguns, and shotguns that can accept a detachable magazine, and have one military characteristic. one criticism of the 1994 law is that it was 82 characteristic test that defined it, and that was too easy to work around. manufacturers to simply remove one of the characteristics, and the firearm was legal. the bill we are introducing today will make it much more difficult to work around

. congress is back in and a state of the union will be here soon. senator dianne feinstein will intruder -- will introduce her legislation that will ban certain types of assault weapons and that will happen within six months. the big question is -- when does senator reid move a bill to the floor and what does it move to the floor? he has not said what will be in that bill. we are waiting to see how far he will go with the legislation and when will he do it? timing is everything so there is no date set but it will happen in the coming term. host: also the timing on climate change -- guest: implicit in that question is the question of whether there will be any consideration given to apartment tax. the white house has gotten this question in the past and suggested that is not something they are considering. i suppose it is conceivable that obama has re-thought that might surprise everybody by putting forward something that would both tried to raise revenues by addressing the deficit issue but also try to curb emissions of gases that cause "-- global warming. i think that as a practical matt
